He is a former member of the Rent Board, former President of the SF Bay Area Chapter of the Sierra Club, chair of the Housing Advisory Council and longtime climate change activist.

Igor was born in Ukraine and graduated from UC Berkeley with degrees in Mechanical Engineering and Political Science.
